The Zanzibar estate of the richest man in the area paid $1 million to settle charges brought against him in January 2010, which alleged he used his wealth to buy property and avoid prosecution.

“He was arrested and released before even having time to look at the charge,” U.K. police inspector Peter Gaddus told Reuters, referring to two claims that he told an undercover policeman he used his wealth to buy and save a house.

U.S. officials confirmed that Mr. Guzman, a 33-year-old U.S. citizen who has been living in Zanzibar since 1994, will receive the death penalty for his role in the illegal sale of a home to pay for Mr. Guzman’s extradition to the United States.
